Legal Requirements and Issues Concerning Wraparound Payments to FQHCs (2019). Resource Type: Publication. Description: The federal law addressing the Medicaid FQHC PPS contains special provisions regarding payments to FQHCs for services rendered under contract with a Medicaid managed care organization (MCO). In essence, states are required to make payments to FQHCs to cover the difference between amounts paid to the FQHC by a Medicaid managed care organization (MCO) and the FQHC’s PPS rate (if the latter is higher).3 These supplemental payments, which are made directly from the state to the FQHC, are sometimes referred to as “wraparound” payments. Description: In early 2019, HITEQ completed a literature review of recent research and publications about telehealth. Within this compendium, HITEQ summarizes these articles and discusses possible implications or considerations for health centers. The purpose of the rapid review was to determine whether the current research shows that services delivered via telehealth are equivalent to in-person services and if the use of telehealth services affects the use of other services. They found that, overall, telehealth is comparable to in-person care, however further research is needed to determine the impacts of telehealth use on other services. Reporting of Community Health Workers in the Uniform Data System (2019). Resource Type: Publication. Description: With Community Health Workers (CHWs) identified as a unique staffing category in the Uniform Data System (UDS) for the first time in 2016, the number of FTEs reported has been much lower than expected (879 FTEs across 1367 grantees). Although in 2017, a slight increase was shown (1,130.36 across 1373 grantees), these figures appear inconsistent with the anecdotal evidence of widespread utilization of CHWs in Health Center settings.
